Yes they can, as long as you wire them into the turn signals using the supplied parts. The bike: black to black, Brown to yellow is the 12v turn, the other wire is the 12v, (on my US bike) no guarantees... Install was typical for me, only needed one trip for a pan head SS I stripped, they mount to the outside deflector which makes getting the nuts very hard to get to... I almost through bolted them, but take your time and do it right.

Installed the heated OEM grips, radiator guard, mirror extenders, knuckle guard led's, and the tall VStream screen.

Installed the tall screen from VStream today.

Not to add salt to the wound, but they were less than the city bags, and came with the inner bags.

Xcsp found them on eBay, there were only two complete sets available at the time, they are now gone. $790.00 delivered with inner bags. They fit w/ no modifications required. You need the brackets for the saddle bags that are designed for the FJ, basically they just have larger painted lids that allow a full face helmet to fit inside.

Came home to a huge box, thanks UPS! Of course it started snowing now! These look even better in person. use your imagination, you're looking at two red FJR bags and they even came with the liner bags. Now quit staring, nothing to see here!
