Yamaha 39L top case discrepancy

I have seen many bikes with both top cases and saddlebags, so is this just a CYA by Yamaha?

I ride with the Givi trio - the side V37's and the top G47, and riding solo and loaded the front can get a bit light, but nothing to worry about if you keep speed and acceleration in "normal" mode, and do not load excessively the top case. The bike really shifts backwards in the centerstand but I have never had an issue when refuelling it in that configuration, which is standard to me when filling it up.

Exactly. 

 

Given how relatively light the front end of the FJ is, I assumed it was a combined risk of wind resistance and rear weight bias that could cause the front end wobble. But my passenger weighs at least 2x more probably 3x more than any amount of luggage I could fit. Maybe she's more aerodynamic?
