Then the cops could send you ticket in the mail every time you go 1 mph over the speed limit.
It already happens. Here in the USA redlight cameras will send your vehicle a ticket... Not you, your vehicle. Plus they have already been caught shortening the time cycle to increase the revenue from them. 
Add that to the "photo" enforced speeding tickets that popping up everywhere....
 
TPTB won't be happy until they control every aspect of our lives.... :P

The ulterior motives aside...running a red should be enforced and automation (cameras) makes it dead simple to do. If you enter the intersection on red you should pay and lose demerit points. Sure, you will have the opportunity to contest the charge in court...no different than a cop witnessing the offence and flagging you down for a chat, except now you have time stamped evidence that could actually help you beat the charge. The only other alternative is to wait until there is a collision and have the cops investigate while the those involved (including passengers) breathe through a tube, on life support. Personally, I'd rather that more funding for Police services come from the offenders than from general tax revenue. 

Except like everything else it is abused.

In California -
The length of the yellow light cannot be just arbitrary. The California Manual on Uniform Traffic Control Devices (“MUTCD”), prescribes uniform standards for all official traffic control devices in California and the MUTCD section 4D-10 and Table 4D-102(CA), sets forth the minimum time for traffic signal yellow light change intervals. Section 4D-10 also provides that the time for a yellow light change interval may be increased through field review and appropriate judgment of the local agency. The MUTCD is very clear that increasing the yellow light interval above the minimum prescribed in the same section is an option and in no manner a requirement. Decreasing the yellow light interval below the minimum however, is not an option.
 
Check the Table (Table 4D-102) to see if the yellow light change interval at your intersection is non- compliant. Here are a couple examples of minimum yellow light times:
 
• If the posted speed limit is 25 (or less) mph the minimum yellow interval is 3.0 seconds (this includes both right and left hand turns).
* If the posted speed limit is 35 mph the minimum yellow interval is 3.6 seconds.
• If the posted speed limit is 45 mph the minimum yellow interval is 4.3 seconds.
 
If the light is not compliant, the ticket is not valid. This should be long enough for a safe stop.
