So, I just rode from Toronto to Mt Rushmore and back using Moskmoto's 35l panniers and 25l duffle tailbag. These bags are awesome! Got wet outside, stayed dry inside. Quality construction.  The side bags held my camping gear, while the 25l held clothes, toiletries and the odd leftover beer with plenty of space. Bags were solid with no slaps or getting loose as we hit some terrible roads. Going from memory, but I believe I used a Kappa KLR2122 frame system to mount the bags to the bike. 

 

So I would recommend looking at this luggage.
