Speedometer accuracy

I mentioned to the dealer that I was noticing a 7% difference between the speedo and the GPS (Speedo ahead of GPS reported sped). He mentioned they have made Yamaha aware of this without any results.
As well he mentioned this would not affect the odometer.
I would be ok with 1-2% but 7%????

I'm consistently experiencing 1.04%, seeing 60 on the speedometer and 58 on the GPS.

I poked around a little, and here's some of what I found:
 
- In Europe, speedos are not allowed to read below actual speed, but they may read high by up to 10% plus 4 kph!
 
- In the US, some amount of variation is allowed.
 
- In the US, if the speedo reads low and someone gets a ticket, they would have an easier time sueing the manuf!
 
- Different tires, even with the same nominal size, might have a slightly larger diameter.
 
I'm not sure why all of this doesn't apply equally with cars--car speedos seem to be much more accurate on the whole.
