I got the message - not that I really needed it about safety - so today removed the tank-top ring or collar, and found that could just about see and finger-tip touch the lower half of the firmly wedged-in spanner. Houdini couldn't have budged from that location! Long story short, I couldn't move it, so after much fishing managed to get a long zip-tie around it and now it's immovably locked into place, and safety and rattle-free riding is assured. Job done.
